Thought I would post this......I asked SVT when I called them to get my build number and they said it could have been a test vehicle when FORD revised the SVT CONTOUR mid year.......My brother bought it new and records show he got it with 29 miles on it....

Being a Test E1 could explain alot, especially the fact that it was not low build #, since the E1 was a mid-production year change.
Wow that's pretty cool.
On a similar note, the engine compartment tag on my SE says "GOVT UN" on the bottom corner. :shrug:
