1998 CSVT. What exactly does this code mean? Sounds like the O2 sensor is not hooked up?

More like the sensor died.

Re-read the code. Ford never used or implemented that particular one on the Contour (or any other Ford from 1996-2003).
Since Ford didn't use it, it's probably a bogus read or was incorrectly written down.
