spotted a Black CSVT in San Jose

I drove next to a Black CSVT today when i went to San Jose State University
On 11 th street
the car has tint taillight and reflector, tint taillight has a empty circle so it is red at the middle
Black rims.
So~ is the a CEGer's CSVT?
