We know! There's a thread about it in the moderator forum.

Thinking it could be people using the new forum, and heavily searching the old, effectively flogging the server...

Just one person's perspective, at least.
 
It's because of exactly what it says. These forums are a bit more grapically intense then the other, and I'm sure other factors are involved. The server is getting overloaded so it pauses random users to knock the current bandwidth usage down a bit. Just a smart forum, thats all.
 
Graphically intense has nothing to do with it... it is the more complicated code in the new forum software plus the searching that is making the server so busy.

Wait - you're a moderator? What forum?

Which reminds me - I don't see a distinction between admin/mod/peon in this forum, or a ditty at the bottom saying who mods what forums. Was this intentional (or am I blind)?

I got the server busy message for the first time about 15 mins ago.

If you're looking at the listing of threads in each forum, you will see the mods at the bottom.
