As best as I can tell from the comments, it's a bus-only lane. The buses probably have some sort of I-pass type device which lowers the barriers. I don't know if that explains the last one, though.

I'm a little surprised at the stoutness of those poles. They take some pretty hard hits and don't appear to get bent even the slightest little bit.
