EGR flow insufficent causing loss of power?

Hi all. I did some searches on the EGR code (PO401 I believe) that says "EGR flow insufficient" and though I'm confident I can fix it, was wondering if this could be causing a loss of power? I have a 98 SVT and it seems to be missing around 20hp up top. The power comes on fine up until around 4000 or 4500 rpm when it seems to just die until redline. This is consistant in all gears and the EGR code is the only code I'm getting. The engine was just recently rebuilt by my brother (heads, timing gears, sensors, etc.) so I'm praying that he didn't mess up the timing. I guess that would be my second question, if the timing was just a little off would it cause a loss of hp? I was always under the impression that a car would run like garbage if the timing was even slightly off but mine runs perfectly smooth but just seems to be missing power up top. Any imput is greatly appreciated.
 
well it sounds like your secondaries are not opening. check the linkage under your upper intake manifold make sure its all connected. there is a big possibility the rod that pulls the linkage is not connected. it is supposed to be connected to the linkage with a little white bushing. is it is all connected rev the engine to above 4k to see if it is working properly. if it isnt then your imrc(little box under the black plastic engine cover) is not working. the EGR problem could be a clogged passage under the throttle body, clogged full of carbon.
 
If you had an EGR problem it would be present at all times... Throughout the whole RPM range. not just the top end. If the EGR vac line is disconnected then the egr won't work at all.
 
I was thinking that myself but there is that secondary intake sound when it hits 4000 (i've owned 3 SHO's so I'm familiar with the power and sound) and I feel the initial onrush of power before it just drops off completely. Any chance that an EGR vac line being disconnected could be causing power loss?
