I've live here my entire life and I'm fully aware of the train's schedule, so it only appears unsafe to you.
There are also quite a few abandoned tracks in different locations throughout the city that we could have snapped photos on, which would also appear unsafe if you weren't familiar with the area.

They're not commuter rail tracks or anything. Only coal trains come through there pretty infrequently, and they go at a snail's pace because the tracks cross a bunch of intersections.
There are also ridiculous amounts of warnings before the train gets anywhere close, so there is plenty of time to get out of the way.
