Just wondering if the clockspring is required to allow the horn to work when you press it. If not, then what wire/plug is for the horn underneath the airbag?

Yes that is what the spring is for. Power for the horn, cruise and airbag go through the steering wheel. The horn controls a relay under the hood? Do you hear a faint click if you press the horn button?

I found online saying there should be a black wire w/ blue stripe which should be power from the horn, but couldnt locate the wire

Is the clockspring missing or something?
I assume you checked the fuse for the horn. Of course if it IS bad, you will have to figure out why.
For the horns though - there isn't much to them on any car -
The horn, the relay, the switch in the steering wheel, associated connections. Is the horn wire connected properly?

Of course if nothing else, you can always use your middle finger to signal drivers that have cut you off. I mean it has the same effect but is visual instead of audible.

I couldn't post the diagram it was only cheap paper manual one. but the cruise control uses the same spring and shares some wires. Does the cruise work? Steering wheel buttons ground the black with blue stripe wire. Other thread about horn. http://www.contour.org/ceg-vb/showthread.php?8130-Horn-does-not-work

I do look at the local library to research also. My local library has chilton and Haynes manuals for check out and Pro manuals in their reference section.

No worries, I took my wheel apart and installed a new clockspring. As it turns out, theres a triangle plug on the bottom the the steering, right behind the bottom of the wheel. That is the plug for the horn, so if you wanted to directly hardwire it without a clockspring, extend those 3 wires to the plug in behind the airbag.
