DFPE Sensor/ OBD P1409 Question (3 Liter Swap help)

I am currently trying to track down a P1409(EGR Vacuum Regulator Solenoid Circuit Malfunction). I believe this currently has to do with the DFPE sensor. I have a 3 liter swap with the EGR deleted. The car is tuned to run without the EGR by NPG. But I am still receiving the P1409. I was told to check the electric connection to the DFPE sensor and make sure its hooked up.(Which it is). What I noticed though is when I turn the ignition on the connector does not seem to get juice with my test light. Should this connector to the DFPE have juice all the time when ignition on? If so how do I troubleshoot something like this that ties to the wiring harness? If I locate other sensors and unplug them. They do indeed have power when I turn the key on. Any help would be appreciated. Also there are currently no tubes off the DFPE sensor connecting to the manifold. I believe mainfold has been welded shut or capped in this area.
 
You're probably working on the wrong part. The solenoid is the part with the hose to EGR valve, totally different part. DPFE has nothing to do with that circuit. DPFE reports to PCM, PCM then activates solenoid. 2 separate parts, 2 different electrical connectors.
 
Bare with me. I'm not sure I understand. Are you saying you don't believe the P1409 is related to the DPFE sensor? I am really currently focused on that. I'm positive I have the correct part. The DFPE bolted to rear head and has an electrical connector. At the bottom of the DFPE there are two plastic tubes which I was told go to the rear manifold which are no longer connected. I am really just trying to solve the P1409 so this car will pass emissions.
 
If you look on the back of the upper intake near the center (left to right) of the car, you'll see a black plastic round thing attached to it. That's the EGR solenoid. It too has an electrical connector and vacuum lines attached to it. That's what the code is referring to.
