New rotors are usually not true (flat) and need to be "turned" too.



In MOST cases that is not true. It's been a long time since new rotors needed to be turned. I say most, because with some cheap rotors it is possible they need to be turned. Just about any rotor you can get from a chain parts store won't need to be turned, unless of course it was manufactured incorrectly.
