You would think that moving at highway speeds or city traffic would effect airflow around the filter and maybe the numbers would be different

Normally, numbers will be higher and "driving effects" will be felt more while driving on the streets (of course, the cooler the better) - ESPECIALLY when its intake related modifications.
That's a 6hp increase with still air. This could effect it negatively as well. The plug could be blocking extra air that is coming in the the fender walls, however, with a 6hp increase with the cap in on the dyno....I leave the cap in and smile.
