car wont start

18 volya is unusually high for a 12v battery to be putting out... I'd pull it out and have it tested. Usually lights get dimmer when you try starting a car. Try just turning the car over by hand, it's not difficult just turn the crankshaft bolt clockwise. Or try pop starting the car (ignition on let the clutch out in gear with the car rolling) If the tires lock up you have bigger problems.

I tried rolling the car and puttin it on the on position and put it in gear and the wheels lock up so wat does that mean? And thanks for the help
 
to clarify...
to "push start" a MANUAL vehicle,

place the car in neutral.
turn key to "ON" (as if you've already started the car and then released the keys to start driving)
push car fast enough to have a useable speed. not just creeping)
press clutch, place shifter in 1st
VERY QUICKLY release clutch then depress it again. (if you don't depress it again, its just like trying to go 5mph with the clutch out.. the car (even if you DID start it successfully) will stall again..)

So..

neutral, push, 1st, clutch out/back in and hold... does car stay running that way?

I tried that way to and after letting go of the clutch the tires lock . I even tried gettin my dad to push my car to 15 kms and it does the same thing . I put it in 1st and tried it in 2nd and the tires just lock up but not like lock up it slows down fast

The car WOULD slow down really fast if you just put it in first and let the clutch out (then left it out). You'd have to make sure you pop it out fast (that engages the transmission and the engine, turning the engine over enough to start) then push the clutch right back in so that the car doesn't die...

You did it THAT way?
