The part of the sentence after "when" is a subordinate clause. Subordinate clauses need commas AFTER them when they START a sentence, but not BEFORE them when they trail in a sentence. (See...I just used TWO subordinate clauses

Whatever. Yes, get 225/45. They MIGHT POSSIBLY rub on the inner fender liners at full lock turning, but you should be fine otherwise.

my guess is that the hanger right there broke. its not uncommon, mine did it too. i just removed the hanger, welded to 2 halves back together and reinstalled it, good as new.
