My car sounds like a fog horn

My 2000 se v6 automatic sounds like there is a fog horn under the hood. When the weather is cold and starting the car or even driving down the road the car will sound like a load fog horn until it warms up. When I back out of the driveway it will start and when I put it into drive it may stop sometimes, if I hit the accelerator quickly it will stop. A guy said he had a similar experience said it might be a valve on the smog equipment that wasn't opening all the way when cold and causing air the blow through the valve hence the noise; any expertise out there who can give me any insight. It sounds like the moosing problem. Pretty common among these cars. I had bad moosing on mine and about a month ago I did the fix listed below and now no more fog horn.

Before you go to the expense of a new IAC please consider the throttle hang fix as a potential solution. Costs less than $1 for the copper cap and a little time to drill a small hole in it. Easy and will also cure the Throttle hand and 1-2 bang shift if you have an automatic.
