Jon, I remember seeing a Neon with a window wing too. It also was flatter than the one on my car.

I can't really tell if its mud or just road dirt.

In my defense I'll take a picture of the bottom side of my road that they're doing work on. As slow as I try to go, it still winds up all over the car. Even in places I didn't think I could get it...like the front section by the drivers side fog light.
 
I didn't get a close up of the fog light but if you look carefully at the lower right side of the light you can see mud.

Yea, I just wasn't sure what it was. ;)

As long as its not concrete then it'll wash right off.
