After texting with Andrew...
He said the key was in the "on" position and the starter kicked in once the block got grounded. Then it tried to start and sounded like a low battery trying to start a car. And the key didn't control the starter. I wonder if he over wired or jumped straight to the starter in his initial efforts to get it to work without knowing of the grounding issue. The battery being disconnected was only thing to make starter stop.
Blessing in desguise is perhaps the low (I assume) battery... if it had turned over and the alternator kicked in, nothing would be telling the starter to stop, that would have been a mess.
So my thoughts are that hopefully just the starter is being jumped or the relay is stuck on (leaning towards the first).
